PEKANBARU – Universitas Islam Riau (UIR) continues to strengthen the role of higher education institutions in supporting human resource development and better public governance through collaboration with the Human Resources Development Agency (BPSDM) of Riau Province. The collaboration was strengthened through an Implementation Arrangement (IA) between the Doctoral Program in Management Science, UIR Postgraduate Program, and BPSDM Riau Province.
The IA represents a strategic step to translate institutional cooperation into concrete, sustainable, and impactful programs. This collaboration provides broader opportunities to integrate education, research, civil servant capacity development, and public policy needs in Riau Province.
The Head of BPSDM Riau emphasized that improving civil servant competence should go beyond theoretical understanding. It should equip government personnel with the ability to analyze issues, use relevant evidence, and develop recommendations that can contribute to addressing government and regional development challenges.
As part of this commitment, the Doctoral Program in Management Science at UIR organized Workshop From Home Series 9, entitled “Mastering Policy Brief: Developing Compact and Communicative Policy Documents,” which was held online on Friday, August 14, 2026.
The workshop featured Prof. Dr. H. Detri Karya, SE., MA, Professor of the Doctoral Program in Management Science at UIR, as the speaker, with Drs. Ahmad Fauzi, M.Si., Senior Expert Functional Training Officer at BPSDM Riau Province, serving as moderator.
During the session, Prof. Detri explained that a policy brief is not merely a shortened research report. It is an important instrument for translating analytical findings into relevant and accessible information for decision-makers. An effective policy brief should clearly connect problems, evidence, policy options, recommendations, and decision-making processes.
He also highlighted the importance of distinguishing symptoms, problems, root causes, and solutions when developing policy recommendations. Policy alternatives should further consider effectiveness, efficiency, stakeholder acceptance, legal foundations, fairness, administrative capacity, and implementation timing.
Through the implementation of the IA, UIR and BPSDM Riau are expected to further develop a collaborative ecosystem that connects academic knowledge with the practical needs of government. For the Doctoral Program in Management Science, this partnership also reinforces UIR’s commitment to producing academic contributions that address increasingly complex management and regional development challenges.
